VOLUME 7/ISSUE 4 JULY/AUGUST 2009

Another Possible Rate Reduction Coming

The National Council on Compensation Insurance (NCCI) delivered its annual rate filing to the Florida Office of Insurance Regulation (OIR) on August 20, 2009.  NCCI has proposed an overall rate decrease of 6.8% to be effective January 1, 2010.  The proposed rate level decrease is due to two main factors: claim frequency for workers’ compensation and loss development continue to improve.  This means that there are fewer claims and that the average cost of claims is going down.

This is the 7th decrease NCCI has proposed since rates hit an all time high-point prior to the 2003 workers’ compensation reform.

If the rate filing is approved as proposed, the overall rate impact would be as follows:

  1/1/10
Filing

Cumulative
10/1/03-1/1/10

Manufacturing   -4.7%  -60.0%
Contracting  -10.8%  -65.4%
Office & Clerical   -6.2%  -63.3%
Goods & Services   -3.8%  -62.2%
Miscellaneous   -6.7%  -62.1%
Total   -6.8%  -63.2%

The OIR is expected to hold a public rate hearing in October and make a decision on the rates shortly thereafter.

DWC’s New Non-Compliance Referral Database

The Division of Workers’ Compensation has released a new Non-Compliance Referral Database for the referrals they receive regarding employers believed to have failed to provide workers’ compensation coverage.  The new database allows a referral to be submitted electronically and provides the person making the referral with the ability to track its status with a confirmation number.  The Division also has the ability to email status notifications to the referring party.  This will enable the Division to enhance responsiveness and provides real-time feedback.

The database can be accessed through the following link: http://www.fldfs.com/ and clicking on the button with "Report Suspected Workers' Comp Non-Compliance" on the right.

FUBA Who's Who

Erin Schaffer

Born and raised in FUBA’s backyard of Tallahassee, Erin Schaffer takes the spotlight for this edition of FUBA Who’s Who.

Erin began her journey at FUBA as a receptionist, and has now worked at FUBA for almost 5 years.  She currently serves as the Director of Membership for Florida United Businesses Association, the sponsoring trade association of FUBA Workers’ Comp (FUBA).  She is responsible for overseeing all aspects of the Membership Department, including welcoming new members, billing, and processing member requests.

Erin also handles Florida United Business Services, or FUBS, an affiliate of FUBA.  FUBS is a full service filing company for those wanting to do business within the state of Florida, offering filing assistance in dealing with corporations and limited liability companies.  In addition to her work with FUBA membership and FUBS fillings, Erin keeps busy assisting the Marketing/Sales Department at FUBA Workers’ Comp as well.

When she’s not working, Erin loves spending time with her family and friends, which includes her 4-legged child, her cat Sulley.  She also enjoys cooking for her boyfriend Brandon, although their tastes tend to differ.  Brandon is a health-nut who won’t eat much sugar, yet he still brings one of Erin’s favorite treats, Krispy Kreme donuts, to her on his way home from the gym!

FUBA is glad that Erin joined our family and that she plans to continue her career helping people with their businesses.  “I really enjoy providing excellent customer service,” she tells us, “it’s very satisfying!”

Did You Know?

As you probably know, effective 1/1/09, codes 7601, 7611, 7612, and 7613 (which were telephone/fire alarm installation, cable TV installation/drivers, etc.) were discontinued.

Exposure to these codes was assigned a Florida special state code of 7600 Telecommunications Co, - All Other Employees and Drivers in Florida.

The new code 7600 is also considered non-construction and can have an unlimited number of exemptions and is not eligible for the FCCPAP credit.
